The Department of Education has released figures showing the extent of the delays in placing children with their adoptive parents.
On average it took a child 20 months to move in with their adoptive parents after entering the care system.
The figures from 2009 to 2011 shows that nearly half of local authorities are failing to meet key measures
The interim threshold of 21 months from entering care to adoption and matching a child to a family within seven months of a court order being made will be gradually reduced.
Within four years this will change to 14 months from entering care to adoption and the threshold for matching a child to a family will be lowered to four months.
This follows new guidance which will lessen the importance of a child’s ethnicity when placing them with an adoptive family.
